This is the rough draft that I am in the process of playtesting. It is presented in this form, not only because I am lazy, but also as a reminder that it isn't finished.
The primary things I've tried to do are a) flesh out the squads with Sergeants and Specialists, b) modify some of the point costs to more rational levels (Mirrormen are neat, but not 31 points each neat), and c) add in a few things to put the force list in line with the Venus and Mars books. There is still more that could be added (an extra squad or two, some kind of large mounted weapon like the Hellfire or Hammerhead, etc.) but this is the bulk of it. Two things that could be added (suggested to me by Erich from the Forum; thanks!) are a crew-served Phosphor Cannon and a People's Volunteer Autocannon Team (instead of the HMG teams used by Capitol and Bauhaus). Both of these may be tried, but I have to come up with some kind of point value for them.
The point values are derived from Griefbringer's formula, but if something seems screwed up blame me; Doc Oppenheimer only invented the bomb, he didn't drop it. A few notes: Sergeants have +1 CC, +1 RC, +1 PW, +2 LD over normal troopers, have Tac Sense and the same gear as the normal squad members unless stated otherwise. I've only listed stats for anything new; if it ain't mentioned its still the same. Specialists have the same statistics as a regular member of that squad.
People's Volunteers
Specialists: You may have one Specialist per 5 non-specialists
People's Volunteer cost = 15 points
Chasseurs
Specialists: You may have 1 per 5 non-specialists
Chasseur Sniper cost is now 34 points
Chasseur Hero with Shotgun and Hand Grenades. Cost is 32 points
Chasseur CGR-1800 Manpack Rocket System
This is a squad of two Chasseurs with a portable rocket system. The weapon is a small box-like launcher on a tripod. The rockets function exactly like a Bauhaus mortar and use the same rules. Both Chasseurs are armed with machine pistols and have Tactical Sense. You may not have more CGR-1800 teams than you have Chasseur squads.
Cost is 56 points. Sandbags may be purchased for 15 points more.
Shock Troopers
Squad: 4-9 models
Specialists: you may have 1 per 2 non-specialists
Shock Trooper = 22 points
Machinators
Specialists: you may have 1 specialist per 3 non-specialists
Atilla Cuirassiers
Atilla = 43 points
Mirrormen
Specialists: you may have 1 per 3 non-specialists
Mirrorman = 26 points
Mirrorman Hero

I haven't done anything with the TA-65000, Eradicator, Scorpion or Personalities.
Combat T&E Officer (Truth and Education)
Possible new Individual
These officers, chosen for their bravery and loyalty, haved been trained by the Department of Truth & Education to help bring the glorious achievements of Cybertronic's heroic defenders to the population. Carrying 'gun cameras,' they operate on the battlefield, encouraging the troops and recording their achievments. The sight of their jet-black uniforms inspire even the lowliest of the People's Volunteers to astounding acts and bravery, knowing as they do that their every action is being caught on film.

The basic idea of these can be summed up as "Kommissars with Kameras." I plan to model one using the Cyril Dent figure as a base. The LMG will be converted into a funky SMG/camera (aka the "gun camera") and a gas mask will be added. The T&E uniform will probably be all black for some reason.
