I'd like to propose an alternative table for resovling "to hit" and "to wound." The idea is to use a D12 instead of a D6 when resolving hits wounds in combat. The additional numbers on a D12 vs a D6 means that you can increase/decrease the probablity by a smaller margin, and that you have more probabilities available. Therefore, low strength attackers have a chance against high toughness opponents. Not a real good chance, but a chance.
Also, it means that once you get to the 'anything but a one' stage in hitting and wounding, a 'one' is much less probable.
I've also recommend using the same table for both 'to hit' and 'to wound.' By doing so, weapon skill becomes important again. The numbers going vertically on the left side of the table would be for "Attacker's WS" or "Attacker's Stength" depending on if the table was used for "to hit" or "to wound." The numbers going horizontally on the top of the table would be the "Defender's WS" or "Defendere's Toughness" depending on if the table was used for "to hit" or "to wound."

Another alternative would be to use a D20 or D10 instead of a D12.
